Constructive debate on the imminent ECT Bill has become almost impossible due to fundamental mistrust among the parties. Now all eyes are focussed on the President, and all hopes pinned on his international advisory body.

Somewhere along the line, discussions on the Electronic Communications and Transactions (ETC) Bill turned nasty.

On the root cause of the breakdown, however, there is more consensus. Individuals on the fringes of both groups say there is a deep mistrust of the intentions of the other.
